Introduction to Legal Informatics Georgios N. Yannopoulos Assistant Professor, Law School, National and Kapodistrian University of Athens Abstract: What is Legal Informatics? The author undertakes to identify the relationshipbetweenlawandnewtechnologiesbyresearchingtwodistinctfields: • Substantive Information Technology Law: The book, in seven chapters, depictstherightofparticipation inthe InformationSocietyand itsrestrictions, namely Data Protection, the Protection of Secrecy of Communications and Intellectual Property legislation. Then it examines new fields of regulation such as the Internet, online services, electronic identification, social networks and electronic commerce. The author argues that such regulation requires lawyers having an adequate background in IT Law. • Legal Information Systems: The author outlines methods for the analysis, design and construction of legal databases, claiming that, nowadays, the use of electronic retrieval systems is overwhelming. He concludes that retrieving legal information is not “just a technical tool” but is directly associated with the actual knowledge and interpretation of the law and the doctrine of the rule of law. The book closes by stating that, in order to eliminate the digital divide, Legal Informatics must be established as a core subject in legal curricula.
