The references come from both the institutions and their represen- tatives and the national governments. A typical example is the management of the refugee crisis and the presence of the concept of solidarity in the Area of Freedom, Security and Justice. The concept of solidarity presents the fol- lowing paradoxical aspect: its extensive presence in the EU Treaty (16 points) is not accompanied by a conceptual delimitation or even a definition of its content and the obligations of the member states arising therefrom.
