Professor, Ambassador / Permanent Representative of Greece at the Council of Europe Abstract This contribution discusses the legal aspects of solidarity at international and regional level and analyzes the shortcomings of the current framework with special focus on international organizations. Following a critical presentation of the role and current priorities of the UN and the EU, the paper presents the actions of the Council of Europe regarding the protection of human rights of migrants with special references to the relevant actions of its various institu- tions in this matter. Particular emphasis is attributed to the European Court of Human Rights, the Parliamentary Assembly, the Commissioner for Human Rights and the Special Representative of the Secretary General on migration and refugees.
