Yataganas ) and innovative chapters devoted to indepen- dent investigative authorities ( D. Papagiannis ) and decentralised bodies ( K. Lagaria ). Part II deals with the“Functioning of the System”based on the ten-year experience from the entry into force of the Lisbon Treaty, beginning with a fresh look on the decision-making mechanisms ( A. Passas ). Horizontal issues are then examined, in- cluding informal consultations ( H.Karabarbounis ), new forms of governance ( Ch.Pla- tias ),multi-levelgovernance( P.Grigoriou )and,finally,thedemocraticdemandsofthe system ( D.
