ŁŷűŞŮŤ Shindler ŧŞůř ņũŴŚũūŰ łŞŮŦŨŢŜūŰ ń¨¨Ł (2013): “The Court observes that non-residents are permitted to vote in national elections for Àfteen years following their emigration. If the applicant returned to live in the United Kingdom, his right to vote as a resident would be restored. In these circumstances it cannot be said that the restriction in the present case impairs the very essence of the applicant’s rights under Article 3 of Protocol No. 1. […] The Court is thus satisÀed that the impugned legislation struck a fair balance between the conÁicting interests at stake, namely the genuine interest of the applicant, as a British citizen, to participate in parliamentary elections in his country of origin and the chosen legislative policy of respondent State to conÀne the parliamentary franchise to those citizens with a close connection with the United Kingdom and who would therefore be most directly a ɛ ected by its laws.” ŁŷűŞŮŤ Doyle ŧŞůř ņũŴŚũūŰ łŞŮŦŨŢŜūŰ ń¨¨Ł (2007): “Imposing a period of Àfteen years as the cut-o ɛ point for eligibility to vote from overseas does not appear to be either disproportionate or irreconcilable with the underlying purposes of Article 3 of Protocol No. 1. Over such a time period, the applicant may reasonably be regarded as having weakened the link between himself and the United Kingdom and he cannot argue that he is a ɛ ected by the acts of political institutions to the same extent as resident citizens.”. 33.
