Matthildi Chatzipanagiotou, LLM, Lawyer, Public Law ISBN 978-960-654-355-5 Abstract: One of the first scientific, systematic studies of the executive state and Law 4622/2019 to be published in Greece, the book sets a sound theoretical foundation for further discourse, while providing empirical insights into the design, drafting and enforcement of the law on the Executive State, derived fromqualitative field-re- search, namely fourteen (14) semi-structured expert interviews conducted within the first trimester of 2021. The research focuses on the meaning of the Executive State and its impact on the legal order and the reality of governance, specifically on three prongs of this legal reform: first, the role of the Ministerial Council and the function of the Executive State, second, the distinction between Government and Administration, and, third, the law-making process and the principles of better reg- ulation. The study demonstrates the way Law 4622/2019 introduces a governance manual into the Greek legal order, restores the exercise of the constitutionally de- fined competences of the Government and the role of its institutions, and sets both the foundations and a functional framework for the actual practice of good gover- nance. This analysis illustrates the constitutional harmonization effectuated by Law 4622/2019 and triggers further questions towards the enrichment of relevant legal discourse in Greece. In doing so, it renders this discourse transferrable to other legal orders and levels of governance and fertile ground for comparative and interdisci- plinary approaches.
