Modern Forms of Administration - 2nd ed. A theoretical and empirical approach to the independent administrative authorities: The Greek case Ivi Mavromoustakou Professor, Department of Political Science, School of Social Sciences, University of Crete. Member of the Greek Supreme Council for Civil Personnel Selection (ASEP) ISBN 978-960-654-152-0 Abstract: The impressive proliferation of independent administrative authorities is an irreversible development of recent years, not only at the European but also at the global level, with individual states adopting their own particular pace and content in following this process. Greece has adhered to the same course and today has nearly thirty independent administrative authorities. The theory and the case-law identify the independent administrative authorities using a set of cri- teria that were isolated and codified in the course of their empirical development. Despite the new institutional equilibrium established by the consolidation of the role of independent administrative authorities as modern forms of administration and the fact that a considerable period of time has elapsed since they were first introduced, the scientific debate about them is revived in the current juncture – this time focusing on enhancing their credibility.
