          is a lawyer, and the Director of the European Cen-

          European Institute of Public Administration (EIPA) and her areas of pro-
        
        
          fessional expertise are International and European law. She is member
        
        
          of the Washington State Bar Association and of the American Society of
        
        
          International Lawyers (International Environmental Law group). She has
        
        
          published widely in collective works and periodicals.
